Local Government Reorganisation (LGR) Delivery Network

The LGR Delivery Network is a group aimed at creating a collaborative space for council officers involved in local government reorganisation (LGR). The network will provide support, learning and development opportunities to help boost practical capability within local government to deliver LGR.


What is the network

The network convenes local government officers tasked with the practical delivery of LGR. The network will provide officers with a place to collaborate, learn, and share templates and notable practice. The aim is to boost capability within local government to help deliver LGR and improve outcomes for residents.

Local Government Reorganisation Delivery Network membership

The network membership is open to local government officers from English local authorities who are leading or working on LGR. Representatives of organisations which are not local authorities will be invited to attend meetings and contribute to relevant agenda items as appropriate.

The secretariat function is held by the LGA.

The LGR Delivery Network continues to act as the front door for officers who would like to meet and discuss general and practical support around the LGR agenda.  

The following list of LGA-associated networks provides members with further opportunities to continue conversations on service specific forums.  

The groups are a mixture, with a focus dedicated to LGR or groups focused on a particular service area that will occasionally feature LGR. 


 LGR Communications & Engagement Network

The LGR Communications and Engagement Network creates a collaborative space for council communications and engagement officers involved in LGR. The network will provide members with a space to share learning, information, experiences, templates and notable practice as we navigate LGR, and how to communicate it, together. LGR Digital, Data and Technology Network  

We are excited to launch the LGR DDaT Network, our new community of practice reporting into our broader LGR Delivery Network. The network will support digital, data and technology officers and leaders involved in delivering local government reorganisation, with knowledge and peer support.

LGA Transformation Network

The Transformation Network is a group for officers working in change management, organisational development, and transformation within local government. Members meet to discuss policy developments, explore fresh thinking and techniques, network, and learn about transformation projects from other councils. National Advisory Group (NAG) for Procurement

The National Advisory Group was established by the LGA as a forum for senior local government procurement professionals to meet quarterly and discuss a range of procurement issues affecting local authorities. The contact at the LGA for the National Advisory Group is [email protected]


Transformation and Behaviour Change Leads Group

The Transformation and Behaviour Change Leads Group is a network of council officers working in behaviour change who meet to discuss developments in the transformation and behavioural insights landscape. LGA Sustainability Action Network (SAN)

The SAN is a network designed to support officers working in sustainability and climate change related roles within local government. Members discuss emerging issues and trends affecting councils, and hear from each other and guests on new policies, programmes, and practices. One Public Estate (OPE) Regional Teams 

The OPE programme is jointly delivered by the LGA, Office of Government Property in the Cabinet Office and MHCLG.  It operates through 69 locally led partnerships across England, grouped into 6 Regions.  All councils are eligible to be part of a local OPE partnership and to access advice from the Regional Team within the LGA. Spatial Development Strategies Network 

The SDS Network launched in July 2025 and currently has over 70 members. It’s targeted specifically at senior planners and managers the various strategic authorities including the upper tier councils (counties and unitaries) in areas with an undecided strategic geography.  

The SDS Network is a safe space for authorities working on SDSs to share issues, challenges and solutions along with bit of good practice, intel and networking. We will hold a monthly drop-in to have talks, Q&As and panels on topical subjects.

LGR HR Leads Network 

Join our collaborative community supporting HR and workforce resilience during LGR. Our monthly meetings explore expert advice, practical tools, and peer support for managing the challenges and opportunities of LGR. HR leads in LGR councils can email [email protected] to join.
