CHoSS Spring Webinar Series

The CHoSS Spring Webinar Series brings together sector insight, technical expertise and peer experience to explore the practical enablers of successful council-led housebuilding. All webinars are free to councils.

Across March and April 2026, the programme will:

  • examine structural and operational barriers to delivery
  • strengthen organisational and workforce readiness
  • build financial and viability confidence
  • support effective Housing Revenue Account (HRA) governance
  • explore how sustainability can be embedded without undermining pace or viability.

Viability and pipeline: Turning ambition into deliverable schemes

Strengthening pipeline management and addressing viability challenges are key to accelerating council housebuilding. Even where ambition and funding exist, schemes can stall because of cost pressures, changing assumptions, or uncertainty around sequencing and risk.

Led by Local Partnerships, this session will introduce viability in a council housebuilding context and explore practical ways to build programme confidence by:

• Identifying why schemes stall and how to unblock them
• Prioritising sites and managing pipeline sequencing

Establishing and Strengthening HRAs for Sustainable Delivery

Housing Revenue Accounts (HRAs) remain central to sustainable council housebuilding. For councils undergoing Local Government Reorganisation (LGR), reviewing existing HRAs or considering structural changes, clarity around governance, modelling and delivery structures is critical.

This session will explore key considerations for councils establishing, consolidating or strengthening HRAs to support long-term housing delivery.

Led by Local Partnerships, the webinar will consider:

  • Governance and structural considerations in LGR contexts
  • Managing the transition from predecessor to successor authorities
  • Strengthening HRA business planning and financial modelling
