The following checklist outlines a range of key actions that must be undertaken at each stage of the LGR process, along with links to resources that will help councils to deliver those actions.

Establish voluntary collaboration arrangements, such as a voluntary joint committee, to include councillors from all existing county and district councils covered by the new unitary area. 

Agree terms of reference for voluntary collaboration arrangements with clear mandates to drive implementation in the best interest of the successor body.

Clearly communicate the outcome to residents, staff, and other stakeholders including details on the new structure, the timetable, and what happens next.

Start interim implementation plans developing detailed, practical plans focussing on how to combine or separate services, transfer contracts, and manage assets and liabilities within successor councils.

Secure agreement on how the transition costs will be shared among the existing councils and determine the level of government financial support required.

Conduct comprehensive due diligence reviews of assets, liabilities, contracts, and service delivery arrangements across all dissolving councils.

Comply with legal controls such as the Section 24 Direction, which will give the shadow authorities or continuing authorities the authority to review decisions made by existing councils that could affect the new structure.

Develop pension fund plans to ensure the security of staff pensions.

Where relevant, engage parish and town councils and community groups to determine whether they can (and should) support or manage local assets and services under new councils.

SLTs should undertake workforce planning, mapping out staff structures to meet the needs of the new authority, identifying surplus or new posts, following compliant and fair processes.

Oversee the redesign of service delivery models and corporate functions, including finance, HR, legal, and ICT.

Work to harmonise disparate policies of the existing councils (e.g., planning policies, waste collection) into a single, cohesive framework for the new unitary body.

Formulate and approve the first budget for the new unitary authority (or authorities) for financial year following vesting day.
