One Public Estate: Brownfield land release fund 2 round 4 (BLRF2.4) funding awards - April 2026

BLRF2 Round 4 (BLRF2.4) is an additional round of the BLRF2 programme: funded and supported by the Ministry of Housing, Communities and Local Government, and delivered by One Public Estate.

BLRF2.4 has now concluded, and 29 councils across England have been awarded £20.1m funding, to release land for 1,693 new homes, of which 33 per cent will be for affordable rent, and 23 per cent for social rent. The funding will enable councils to unlock underused, derelict, or challenging brownfield land across 39 projects, to deliver new homes.

Projects that will benefit from the scheme include:

  • Cheshire West and Chester: £695,000 to unlock 45 new homes for social rent in Chester and Ellesmere Port to be delivered through the Prisoners Building Homes programme. This enables high quality, low carbon homes for local communities constructed by people in prison or on probation who are furthest from the labour market.
  • Teignbridge: Turning a former car park in Newton Abbot into 32 social rented homes designed to Passivhaus Plus (low carbon) standards, with £525,000 provided to Teignbridge District Council to kickstart the project.
