January 2026 marked the start of an exciting journey for the 14th LG Challenge cohort, as participants met for the first time and took on their opening challenge, hosted by the London Borough of Lambeth.

January 2026 saw the highly anticipated return of the LGA’s renowned officer leadership development programme and national competition, the Local Government Challenge. Challenge One brought together the ambitious cohort of 10 officers from councils across England, who converged in London to take on a bold, real life challenge hosted by the London Borough of Lambeth.
As with every challenge, contestants arrived on site with no advance knowledge of which service area would underpin the brief, heightening the sense of anticipation as they stepped into Lambeth’s Town Hall. They were formally welcomed by Cllr Fred Cowell, Cabinet Member for Digital, Data and Resident Experience, alongside Chief Executive Ian Davis and Garry Jamieson, Assistant Director for Technology, setting the tone for forward looking challenge.
The Lambeth 2030 Borough Plan sets a clear ambition around equity, justice, inclusive growth and partnership working, with digital innovation and workforce skills positioned as critical enablers of long term sustainability and improved outcomes for residents. The council is progressing a comprehensive approach to AI and digital transformation, including the development of a clear AI governance framework, investment in data platforms and predictive modelling to support early intervention, and the piloting and rollout of generative AI tools that are already demonstrating capacity and efficiency gains.
How can Lambeth Council effectively scale and embed AI capabilities into its organisation to enable transformation, maximise efficiencies and deliver improved outcomes for residents?
Team Athena pitched that delivering ‘Lambeth 2030’ depended on the council’s ability to scale digital and AI capability as an organisational development priority, rather than a standalone technology programme. They proposed ‘Future Ready Lambeth’ a values led approach that embeds equity, accountability and workforce confidence at the centre of digital innovation, supported by strong political and corporate oversight through a new Digital Innovation Board. Over the next 12-36 months, the team argued their proposal could position Lambeth as a leader in human centred, data enabled public services while strengthening trust, value for money and organisational resilience.

Team Paradigm proposed that Lambeth Council further strengthen organisational culture, leadership communication and management capability to successfully deliver transformation and embed AI at scale. They recommended ‘From basics, to bold, to gold’ a culture led, service based approach supported by leadership forums, mandatory capability building and robust AI and data governance rooted in equity, justice and transparency. Paradigm showcased a phased rollout of AI tools, underpinned by strong accountability and ethical safeguards, that would reduce administrative burden, improve outcomes for residents and build trust.

Following an intense and highly competitive first challenge, both teams were commended for the quality and ambition of their presentations. With the judges facing an exceptionally difficult decision, congratulations ultimately went to Team Athena, whose Future Ready Lambeth pitch stood out for its compelling vision, strong governance focus and clear, strategic operating model.
