All councillors have a responsibility to oversee effective governance within their council, to ensure the proper use of public resources for the benefit of their local community.
Councillors hold a range of different roles and responsibilities, both as a member of the council and through their appointments. These are exercised at a range of forums and in a variety of ways. The resources on this page provide advice and support on these key roles and responsibilities. Your council may have chosen slightly different names for some of these forums.
Who runs the council?

Corporate statutory officers
All councils are required to appoint corporate statutory officers. These senior officers have individual legal obligations, are politically restricted and are tasked with ensuring and supporting good governance in the council. It is important to recognise their responsibilities, which will help you understand when and why they are providing advice or taking actions. Together, the corporate statutory officers are often known as a council’s ‘golden triangle.’
- The Head of Paid Service (Chief Executive) is responsible for the management of staff and ensuring that the council’s functions are properly coordinated.
- The Section 151 Officer (Chief Finance Officer) is responsible for ensuring the proper administration of the council’s financial affairs, including a legal requirement to report to Full Council on any unlawful expenditure.
- The Monitoring Officer is legally responsible for reporting to Full Council on matters they believe to be illegal or amount to maladministration, matters relating to the conduct of councillors and for the operation of the council’s constitution.
