Support for Neighbourhood Health Planning Integrated with Better Care Fund
We are inviting Health and Wellbeing Boards (HWBs) to express interest in receiving tailored support from the BCF Improvement Support Programme for 2025–26. This tailored support offer is designed to help HWBs improve Neighbourhood Health planning and integrate the Better Care Fund 26/27, with particular focus on expectations of HWBs running up to 31 March 2026.
What’s included?
- Strategic support for development and sign-off of Neighbourhood Health Plan
- Operational planning tools and guidance
- Integration of Better Care Fund with Neighbourhood Health Plans
- Leadership and governance development
This local tailored support will run alongside some universal support open to all HWBs and mainly consisting of webinars building on leadership and governance capability sector wide, across councils, HWBs, and system partners.
Who can apply?
All HWBs can apply. Up to 15 HWBs will be selected to receive the tailored support.

Support delivery window: January–March 2026
Please email your EOI and include the following:
- HWB name and system footprint (a short description of where your HWB operates and which partners are involved (e.g., “HWB covering [Local Authority] within [ICS], supporting X neighbourhoods”).
- What the HWB and its partners hope to get out of tailored support. How will it build on what is already in place and what key issues would support focus on
- Details of any support the HWB is receiving, from whom and what the objective of support is
- Key priorities, where agreed, for neighbourhood health and integration over 2026/27
- Confirmation of commitment to participate, including details of joint health and local government SROs to work with and oversee support, and confirmation that the EOI is made with the consent of the HWB Chair
