CIPD’s People Impact Tool: A capability assessment tool for local government HR services

The People Impact Tool is designed to assess the effectiveness and impact of HR and People services within organisations.

What is the People Impact Tool?

The People Impact Tool, developed by CIPD, is a diagnostic tool designed to assess the effectiveness and impact of HR and People services within organisations. It provides a high-level overview of:

  • HR team strengths and development areas
  • current impact of the HR function
  • opportunities for strategic alignment with the wider organisation.

How does it work?

The People Impact Tool is a 360 survey which compares the perception of the HR workforce against that of leaders and employees by asking questions about their interaction and experience with the HR service.

Using the CIPD Profession Map as a benchmark, the tool helps organisations understand how their people teams are performing against internationally recognised standards.

The three key themes of the survey are:

  • people capability
  • business impact
  • future readiness.

CIPD and LGA can support the project lead in engaging stakeholders ahead of the survey launch, and be on hand to answer any questions for the duration of the survey being open. CIPD will present the results back to the council, and help them to action plan based on the insights from the tool.

Why the LGA endorses the tool

The LGA supports the use of the People Impact Tool for councils looking to assess and develop their people service capability. Completing the survey can provide councils with:

  • Strategic insight: The tool provides councils with actionable data to inform professional development and workforce planning for the HR service.
  • Sector benchmarking: Councils can compare their HR capabilities against others across local government, identifying best practices and areas for growth.
  • Alignment with national standards: The tool is grounded in the CIPD Profession Map, ensuring consistency with national HR standards.

See the following case studies for how other councils have used the People Impact Tool as part of their improvement action planning and implementation.
