The Better Care Fund (BCF) Support Programme reflects the objectives and supports local areas to deliver the requirements, conditions and metric ambitions set out in their BCF plans. This is the first annual report produced as part of the contractual requirements of the BCF Support Programme. The report covers the period from March 2023 to March 2024, following the signing of the contract on 24 February 2023.

Adult social care in all councils in England will be assessed by Care Quality Commission (CQC) before the end of 2025. This is the first such review for 15 years and is intended as an opportunity to celebrate the good work being done and how councils are addressing areas that they wish to improve. A similar CQC assurance process for Integrated Care Systems is being piloted currently and reviews of them all will also be completed by December 2025.
In March 2024, the Local Government Association conducted a consultation, in the form of a short survey, to gather views on its recently published draft Cyber, Digital, Data and Technology (CDDaT) skills framework for local government (the ‘skills framework’). The purpose of the consultation was to ensure that the skills framework met the needs and expectations of councils, and to assess levels of interest in future developments of the framework.
Men in the most deprived areas in England live nearly 10 years fewer than those in the least deprived. It is clear working in partnership is the key to addressing men’s health – and councils are ideally placed to lead and foster that.
