The following summary sets out a new programme of sector led improvement support for adult social care and public health services available to councils in 2024/25.
Adult social care in all councils in England will be assessed by Care Quality Commission (CQC) before the end of 2025. This is the first such review for 15 years and is intended as an opportunity to celebrate the good work being done and how councils are addressing areas that they wish to improve. A similar CQC assurance process for Integrated Care Systems is being piloted currently and reviews of them all will also be completed by December 2025.
The purpose of the analysis was to identify priorities for sector-led improvement as a result of learning from SARs completed between 2019 and 2023, a period of time that included the COVID-19 pandemic.
The analysis builds on the findings of the first national analysis, published in 2020, which considered learning from SARs completed between 2017 and 2019.

This guide will be updated as we learn more about the assessment process and lead members’ role in it.
The framework focuses on the development of 'housing with support' for people who are Care Act eligible, as well as people with moderate or low needs who are ineligible for statutory services.
This report highlights quantitative and qualitative adult social care workforce data showing challenges in recruiting, developing and retaining staff across the different adult social care specialisms, and increasing pressures facing adult social care teams.
The resource has been developed in response to conversations with, and feedback from principal social workers (PSWs), chairs of national and regional PSW networks and the Association of Directors of Adult Social Services regional leads. It has also been informed by learning from the pilot sites, and tools and techniques from the worlds of coaching and learning and development.
