The LGA and techUK have signed a Memorandum of Understanding on advancing digital transformation in the sector.

The Local Government Association and techUK have today announced the signing of a Memorandum of Understanding (MoU) that marks a significant step forward in advancing digital transformation across the local government sector.
This new partnership will foster stronger collaboration between local government and the technology industry, with a shared mission to promote the secure, inclusive, and effective use of digital technologies for the benefit of citizens and local communities.
The MoU, effective from 1 April 2025, sets out a 12-month framework for joint working, knowledge sharing, and policy engagement. It aims to align industry capabilities with local government needs in support of the UK Government’s six-point plan for a modern digital government.
The partnership between the LGA and techUK is grounded in a shared commitment to strengthening the relationship between local government and the technology sector. It aims to bridge the gap between these communities by fostering a deeper mutual understanding of their respective needs and capabilities.
Through this collaboration, both organisations will champion digital innovation and promote the adoption of best practices that enhance local service delivery. The partnership will also serve as a strong advocate for policies that enable and accelerate digital transformation within councils, while providing a trusted and transparent platform for knowledge exchange, problem-solving, and collaboration on the challenges and opportunities facing the sector.
During the first 12 months, the partnership will prioritise establishing consistent and meaningful engagement between the LGA and techUK through regular communication, including workshops, roundtables, webinars, and joint consultations. As part of this collaboration, techUK will be granted a seat on the LGA’s Local Government Digital Committee, providing a direct role in shaping digital strategy and policy.
The two organisations will also work together on a project-by-project basis to address shared priorities such as procurement, skills development, cybersecurity and resilience, artificial intelligence, and innovation. These initiatives may include research, pilot programmes, or the development of practical resources, with each project adhering to the internal governance and procurement procedures of the respective parties.
The partnership also aims to increase market intelligence for councils and help the technology industry navigate the unique environment of local government, building a shared understanding of priorities, pressures, and opportunities.
Julian David, CEO of techUK, said:
"Technology has the power to transform public services, making them more accessible, responsive and efficient. This partnership is a welcome opportunity for the tech sector to work more closely with local government. By building stronger links between councils and the tech industry, we can support the delivery of smarter, more resilient services that improve lives and strengthen trust."
Joanna Killian, CEO of the Local Government Association, said:
“This landmark MoU between techUK and the LGA marks a pivotal step in unlocking the transformative potential of digital technology for local government. Recognising the urgent need for innovation in local government, the partnership between techUK and the LGA will champion collaboration, highlight the vital role of SMEs, and help improve service delivery.
“By fostering stronger connections, we aim to harness cutting-edge solutions and agile expertise to build thriving, resilient, and digitally empowered communities."
A review of the MoU’s impact and progress will take place after 12 months, with a view to continuing and deepening the partnership in the years ahead.
