Delivering core training for local government chief executives on the seven foundational themes of the framework.


Our Chief Executive Foundation Programme, delivered in partnership with Solace, will deliver core training for local government chief executives on the seven foundational themes set out in the Local Government Chief Executives’ Development Framework.

Designed with direct input from experienced chief executives, this programme forms the training element of a wider support package to help new chief executives from day one of their appointment and beyond, covering the building blocks of running a council well – from their role as head of paid service, statutory responsibilities, governance and working as a chief executive in a political environment.

Chief Executives Foundation Programme Cohort 4

Module 1: Tuesday 16 June - Wednesday 17 June 2026
Module 2: Tuesday 8 September – Wednesday 9 September 2026
Module 3: Tuesday 24 November – Wednesday 25 November 2026
Module 4: Thursday 28 January – Friday 29 January 2027
Module 5: Thursday 18 March – Friday 19 March 2027

The cost of the programme will be £2,400 excluding VAT. This will include all materials and accommodation and subsistence. Individual participants/authorities will be required to meet the costs of travel, and any additional expenses incurred.

The new Chief Executive Briefing is a one day programme designed for individuals who have recently taken up the role of chief executive. The day is designed to give delegates the opportunity to talk through some of the challenges they may face in their first 12 months in post and is delivered by Graeme McDonald, Managing Director of Solace, Becky Shaw, Chief Executive of East & West Sussex County Council, and accompanied by a serving chief executive guest speaker. 

New chief executives will receive an invite from the Solace membership team in their first few weeks in post, however if you would like further information, please email [email protected].

Attendance at this briefing will automatically enrol you onto our Chief Executive Foundation Programme.

The Ignite programme supports chief executives to further develop their understanding of an increasingly complex environment.

Lasting approximately 9 months, the Solace programme is supported by the LGA and delivered in partnership with Collaborate CIC. Cohorts work together to explore their individual and system leadership challenges, identify and delve into themes relevant to their role with senior leaders and critical friends outside of local government, and build stronger relationships with peers that can support deeper collaboration across local government.
