In April 2026, the Local Government Challenge cohort travelled to Warwickshire County Council for the fourth stage of the programme, focussing on the council’s Creating Opportunities initiative where the cohort was asked to explore how the council could expand and accelerate its approach to supporting residents to thrive. Drawing on a strong evidence base and a community-centred ethos, the Creating Opportunities programme aims to tackle barriers to social mobility and improve outcomes for those in target areas, as well as strengthen support for care leavers transitioning into adulthood.
Contestants arrived at Shire Hall and were welcomed by senior leaders, including the Leader of the Council and Chief Executive, before being split into teams and introduced to their respective briefs. Team Athena focused on how the council could better support care leavers into education, employment and independent living, while Team Paradigm explored wider approaches to increasing social mobility across priority communities. Across two intensive days, participants took part in site visits to local services, including community facilities and projects supporting residents, alongside a series of ‘lightning sessions’ with senior officers to deepen their understanding of the Creating Opportunities programme and its delivery in practice.

Team Paradigm to consider: Increasing social mobility and improving outcomes for residents across the county, particularly in priority areas?
Team Athena’s proposal focused on strengthening Warwickshire’s Creating Opportunities programme by improving outcomes for care leavers through a more coordinated and accessible system of support. It emphasised the council’s role as a corporate parent, employer and partner in creating clearer pathways into education and employment. The plan introduced practical initiatives to simplify access to opportunities and expand inclusive employment, while placing young people at the centre of their own progression. Overall, it aimed to deliver sustainable improvements in life chances by combining targeted support with strong partnership working.

Team Paradigm’s “Realising Potential” proposal set out a plan to embed social mobility at the heart of Warwickshire County Council’s approach, prioritising joined-up and accessible systems of support for residents – connecting services, employers and communities to opportunities and improving outcomes. The plan combined immediate actions, such as a council-wide framework and targeted skills initiatives, with longer-term ambitions including stronger partnerships and clearer pathways for residents. Overall, it aimed to deliver measurable improvements in employment, wellbeing and economic resilience through a more coordinated and impactful approach.

Both teams delivered strong proposals, with judges praising the quality of presentations and Team Paradigm’s engaging and responsive approach during the Q&A. However, Team Athena’s proposal was ultimately seen as more deliverable, with a clearer alignment to the council’s political and organisational context.
