Challenge 3: Stroud District Council

In March 2025 the LG Challenge cohort headed to the South West to tackle their third challenge, hosted by Stroud District Council.


Challenge 3 marked the programme midway point for the 2025 cohort. The host this time round would be Stroud District Council, a district known for its unique and beautiful setting and a place of stunning landscapes, innovation in business and community-led initiatives.

Our contestants received a warm welcome from council colleagues headed by Cllr Catherine Braun, Leader of the Council, Kathy O’Leary, CEX and Keith Gerrard, Strategic Director of Communities, who began the challenge by providing an overview of the district including its demographics and culture.

It was revealed that the council has a set of community engagement principles that were prepared in 2024, and the task to the contestants was to feedback and consider how Stroud District Council could embed them, whether they thought the principles could be developed further and idea for ensuring co-production with the local community.

What approach should Stroud District Council take to embedding the Community Engagement Principles across the council?

Team Visionaries’ pitch proposed a re-evaluation of the 10 principles and Stroud District Council’s community engagement approach. The team wanted to reimagine the ten principles into three coherent stages: create, collaborate and consolidate. Their plans were to embed community engagement throughout the council, to make sure it sits within all roles and not silos.

Team Ascend’s recommendation was for the council to redefine the existing principles as a process, and create four new overarching principles (learn, listen, involve and empower). The team argued that distilling the process into four core principles retains the work already undertaken, whilst providing the council with clear principles which can be understood and embedded across services. Ascend also put forward ideas for raising the understanding of co-production and clear action plan for Stroud to implement.

After getting through their presentations, both teams were thoroughly interrogated by some tough questioning from the panel. The judges poured over the written work and  presentations and after a lengthy deliberation, settled on awarding Team Ascend the win for their proposal of a set of principles that ensured asset-based community involvement and engagement, and a clear action plan.
