LG Challenge 2025: The final


The winner of the Local Government Challenge was announced at the Local Government Association’s (LGA) annual conference in Liverpool on Wednesday 2 July 2025.


After competing in and tackling five real-life challenges across the country, our four finalists headed to LGA Conference in Liverpool to exhibit their project ideas to delegates and a judging panel (that included representatives from the LGA, Essex CC, and The MJ) to contend for the coveted scholarship and be crowned the LG Challenge 2025 winner.

At the award ceremony, it was announced that Harriet Vitty won for her project, ‘The Real Voice Framework’ - a proposal to integrate A.I. into the SEND system ensuring that innovation supports lawful decision-making whilst also safeguarding co-production and amplifying the voices of children, young people, and parents involved in the process. The award was presented by Councillor Kevin Bentley, LGA Senior Vice-chairman and Leader of Essex CC and Councillor Louise Gittins, LGA Chair and Leader of Cheshire West and Chester Council.

The LGA would like to thank the members and officers at the 2025 host councils who contributed to creating and taking part in the five challenges, and all the contestants for their hard work, enthusiasm and commitment – our four finalists as above, plus Angelo Da Costa Mengowako (London Borough of Tower Hamlets), Shohum Dave (Fareham Borough Council), Adeel Hussain (Surrey County Council), Amy Lipley (Basildon Borough Council), Aoife O’Gorman (Warwickshire County Council) and Helen Potter (Telford & Wrekin Council).
