This proforma is a tool to assist with the management of risk arising from Equal Pay issues for Chief Officers who lead on policy implementation that impacts upon pay and terms and conditions of the council’s workforce; and the council’s statutory equalities obligations.
This proforma provides those elected members with a responsibility for the governance, policy, scrutiny and auditing of pay and terms and conditions of its workforce; and for the compliance of the council’s statutory equalities obligations, with a tool to assist with the management of risk arising from Equal Pay.
In June to July 2024, the LGA distributed a survey to all councils in England and Wales which employed Soulbury officers, a special category of the local government workforce which includes a range of related roles in education and young people’s services. The aim was to collect information related to pay and grading, working status, vacancies, workforce characteristics, and recruitment difficulties for these officers.

The survey was sent to police forces in England and Wales in order to inform on-going national negotiations by providing accurate and up to date information about the composition of the workforce and provide a means for costing claims, offers and their consequences.
