February 2025, and for their second challenge, the LG Challenge cohort travelled to Nottinghamshire County Council in the East Midlands.
As is tradition with the programme, the service area of focus for the challenge remains a top secret until the cohort arrive at each council, so there was an air of excitement as the cohort arrived at County Hall to find out what the challenge topic would be.
Upon arrival the cohort were warmly welcomed by Councillor Sam Smith, Leader, and Adrian Smith, CEX who spoke about the councils ambitions for the future, before handing over for a technical briefing with Derek Higton, Executive Director of Place.
Derek explained that the Nottinghamshire Plan, sets out the County Council’s 10-year vision for a healthy, prosperous and greener future for residents and that there are some challenges faced in the county including disparities for some groups in relation to employment and economic activity rates. These challenges also include long-term health conditions, disabilities and mental health as significant barriers to some people finding good employment.
Therefore, the cohort were asked to provide next steps to address recommendations in a Joint Strategic Needs Assessment, with a particular focus on poor mental health as both a barrier to work and challenge to those in work.
How do we meaningfully improve people’s ability to access good employment as a core building block of health so that it is prioritised as part of the council's core business, leading to improved outcomes for residents?
Team Visionaries proposal was to produce a short, medium, and long-term impact. Their approach firstly looked to develop strategic community hubs, that focus on mental health and employment support in a single place. In the medium term, the development of a good employment charter, which starts with Nottinghamshire County Council, and then rolling out to local employers. Finally, in the longer term, the team put forward suggestions for the council can work regionally to produce better partnership working.

Team Ascend pitched that Nottinghamshire have made a good start with the building blocks for health, and that employment could be pulled out as an accelerator to go even further. The proposal centred on a programme titled ‘Nottinghamshire Outstanding Work (NOW)’, which would be owned the council, as a strategic approach that integrates employment support into the council’s core business.

The cohort delivered impressive presentations and the judge’s deliberations highlighted the hard work both teams had clearly put in to their proposals. However, it was team Ascend with their idea of the 'Nottinghamshire Outstanding Work (NOW)' programme, that won this round.
“There are whole range of ideas that we got from both teams that I think we'll want to take forward, not least using the extensive network of libraries family hubs and other community assets we have, to be thriving hubs where people can access employment and health support across the length and breadth of our county.”
