How to: Inclusion of Youth Services in Family Hubs (Practical Steps)

Establish a whole-family, youth-informed, and inclusive approach by coordinating governance, co-designing with young people and families, commissioning accessible services, supporting staff, aligning with national programmes, sharing information responsibly, and targeting inequalities.


  • Establish shared governance 
    Bring together different leads such as family help, services for young people, youth justice, best start, and VCSE providers on Best Start Family Hub governance arrangements to consider a whole family approach working to a shared outcomes approach.  
  • Design with young people, parents and carers 
    Use different participation models to develop co-design and co-production methods such as the Lundy model and use youthwork methods to codesign offers, spaces and feedback loops; compensate participation and diversify representation.  
  • Commission for relationships and reach 
    Enable outreach/detached work, blended appointments, and support so trusted adults can safely coordinate help for young people across services.  
  • Support and train staff  Staff may need to be supported to engage with young people from different age groups. Supporting them to understand and engage with these groups and recognise the benefits of an age-inclusive approach.  
  • Connect with national programmes 
    Align local delivery with Young Futures Hubs and the national Youth Strategy to unlock capability, leadership and evaluation support. 
  • Information sharing with consent 
    Build transparent consent processes and tiered datasharing options so VCSE youth partners can participate confidently while safeguarding remains robust.  
  • Target inequalities 
    Audit access by geography, identity and need; address barriers; tailor traumainformed support, particularly for careexperienced and SEND young people.
