Transforming babies’ and families’ lives in fairer communities in bold text

This toolkit focuses on improving outcomes for families experiencing poverty, discrimination, and other disadvantage, including large families, lone parents and families with SEND experience. It supports the implementation of the Best Start in Life strategy, the Healthy Babies programme, and the Child Poverty Strategy. It provides practical guidance and case studies to help councils and partners strengthen their work with babies, young children and their families through Best Start Family Hubs at the core of a wider network of support. The content has been informed by an LGA roundtable involving councils, families, and stakeholders held in March 2026, and will be updated regularly.
